I don't necessarily agree with his statement for a few reasons. Fist reason is the revolts where not all complete statements. With over fifty countries involved it is hard to say which ones were more successful then.
The Deciembrist revolt was the topic i had. this revolution was very unsuccessful. The revolutionary's plan was quickly put to an end by tsar nicholas. He then killed some of them to make an example. I believe that some of the revolt were not completely failures. they go some of what they wanted but no revolt achieved there goals weather they were to become a democracy or to change leaders because the current one is to aggressive and rules in a very auto-cratic style. One revolution That was a complete failure was the deciembrist revolt that had taken place in Russia. The people wanted to remove their new leader(tsar Nicholas) from power. The wanted to put the past leaders brother into power because he was much more fair to the people. Tsar nicholas did not like the idea of this. He even killed some of the revolutionary's
During the polish revolution the polish people actually became self governed. They went a few months without the Russians. After two months the Russians regained power and took control of the revolutionary's. Although the polish didn't really accomplish anything in the long run they still managed to be on there own far a couple of months.
Finally there was the french revolution of 1848 "monarchy is falling; it is only necessary to push it; before the sun sets the republic will have triumphed" this is a quote from the primary reasorce It shows how desperate the revolting soldiers were. They were willing to die for their freedom. This shows you how bad a monarchy can be for the people of the country. Although it wasn't a complete they did accomplish shedding french blood in the name of freedom
